Provision of adequate public access to quality educational facilities is generally viewed as a key driver of any nation's economic and cultural advancement, global competitiveness and access to higher standards of living.  Education infrastructure generally consists of publicly and privately owned and operated schools (K-12, including kindergarten, primary-, and secondary-schools, gymnasiums, etc.); pre-schools; colleges and universities; trade and vocational schools and colleges; adult learning centers; gymnasiums; research facilities and similar related facilities.  The mix between public and private ownership and operations of each category of educational facility varies from jurisdiction to jurisdiction.

To be clear, the topic of "education infrastructure" does not include any element of the educational services which occur within the facilities.   "Educational infrastructure" involves the planning, design, financing, operations and maintenance of the schools and college, university and other educational buildings and related physical assets in and around the buildings and within campuses. Auxiliary assets related to healthcare facilities can include assets such as interior and exterior furnishings; parking facilities; building heating, cooling and ventilation (HVAC) systems and/or campus district heating and cooling plants and systems; campus power plants and electricity and gas distribution networks; waste handling and disposal systems; communications networks and systems; maintenance facilities; restricted entry, security and surveillance systems and facilities; food/dining services; and in some cases, on-campus housing and dormitories, childcare and fitness facilities, and other student, staff and alumni facilities.  The functional design and operation of each type of educational facility needs to accommodate the exact types of educational activities that occur within the facility.

In some cases, P3s can be applied to new-build or expansion projects.  In other cases, to rehabilitation and refurbishment of existing facilities.  In either case, the P3 model may include a single school or facility or it may include a regional portfolio of varied educational facilities (or in some cases, both new construction/expansion and rehabilitation/refurbishment can be included under the same P3 contract).  Larger portfolio undertakings, while more complex, can provide benefits of greater synergies, mobilization efficiencies, and economies of scale.

Within the education infrastructure segment DCS experts maintain relationships with related project consultants and participants including: both international and local legal advisors; technical, engineering and environmental/social advisors, economic/market consultants; contractors, vendors and technology providers; strategic and financial equity sponsors; lenders (including commercial lendersinternational/development financial institutions (IFIs/DFIs), Export Credit Agencies and Export-Import Banks (ECA/Ex-IMs), institutional lenders, bond funds and investment banks) and credit rating agencies (if applicable).  We are always prepared and highly experienced in taking on a lead transaction advisory or project/program management role where we coordinate and manage (in some cases, procure and retain via subcontract) various technical, legal and other consultants required for the project.  On behalf of our clients we are also prepared and accustomed to leading and concluding negotiations with governmental/public sector or equity sponsors, contractors and venders, lenders, rating agencies and regulators, as may be relevant for a given project.
